Excessive feet dryness and allergy

This patient has been presented with excessive feet dryness, allergy, due to excessive scratches there is wound formation on the foot, pt. feet becomes better in winter, and when summer comes ,allergy starts again, visited allergy specialist but that didn't work. kindly suggest the best Rx or cream or any best possible medication?
