Every night apply a thick layer of petroleum jelly to hands and feet and wear socks and mitten before bed. In the morning apply any good lotion rich in Vitamin E. Use dove soap in winter months especially.
These should help keep your hands soft.
For darkness try ponds fade out cream or cosmelan cream. Apply pea sized amount and use consistently for few months before results are visible.
