Weird skin patch on face, suggestions?

i have this weird dark rough patch of skin underneath my mouth (not on my lips but under it, around the chin). It has tiny bumps on it which could explain the roughness. I had it since I was so young (elementary even in kinder) and people would say it 's because I licked the are way too much as a kid. It doesn't itch or hurt (although it does burn a little when I try to rub it with face cleanser or lotion). I don't think checking with a doctor is necessary but I am bothered by this ONE patch.

Dear Patient,

I'm sorry to hear that, why don't you apply petroleum jelly at night and during the day an oil-based moisturizer for a few weeks and see if there's any improvement? If there isn't then I would strongly recommend taking a dermatologist opinion.
