Eye problem due to head injury

One of my friend had an accident. Unluckily she had a slight injury on her head. After one day her one eye was looking like that(below pictures). It’s been 5 days since accident. And she is using TobraDex eye drops but it didn’t helped. Is there any thing to be worried? Should she use any other medication?
