Tingling in the Tongue

My mother is 54 years old, she is feeling tingling in the left side of the tongue, she feels pain near the left jaw and behind ears. Phlegm is also developing in her throat which she has to spit every now and then. Please suggest what can be the possible issue and if it is something serious?
