Cerebral palsy (CP) is a disorder that affects muscle tone, movement, and motor skills (the ability to move in a coordinated and purposeful way). Low muscle tone (baby feels 'floppy' when picked up), unable to hold up his/her own head while lying on their stomach or in a supported sitting position, muscle spasms or, poor muscle control and delayed development.
