Headache issues

Hi doctors.. I'm female of age 23.. From past 2, 3 months, i'm having on and off headache at the backside of my head and on neck.. it’s almost constant. No matter how much i sleep, when i wake up, it wakes up with me.. I also feel dizzy and tired all the time.. What should i do? Who should i consult?
