Phlegmatic cough

My 3 year old has a phlegmatic cough for the last 2 weeks. I showed her to the Pediatrician, he said it was a viral infection and said if I remember correctly 'lungs mein raisha hai'. He prescribed Ventolin in syrup and through nebulizer for 7 days. There is a slight improvement in a cough and fever after 7 days but a cough is still there. Should I be getting a 2nd opinion?
