Weak baby

My niece was 1.7 kg when she was born and was put in an incubator for 10 days and then discharged. After that she became healthy and responded to everything. But now it has been 9 months and she can’t even sit and can’t handle her neck properly. First, the doctor was saying that she has a delayed growth but now he took some of her tests. Her Vitamin D and TSH is fine. What might be wrong than?
