Placenta maturity

Can you please tell me what should be the normal S/D ratio at 27th week? What if it is 3.8? Is this shows placental insufficiency? And secondly, Do placenta early maturity is the same as placenta insufficiency? Grade 2-3 in 32-33 weeks?
